Thanks Don for this impressive bulletin!

A note to my article: The final three sentences (With the instrument preliminaries ...) seem to me somewhat strange and incongruous. Are they slipped into the text by mistake?

Karlheinz--Good eye!  I had copied your text into a previous article to help speed the process (allows me to use the existing formatting); I then delete the other article's text.  Or at least I usually remember to--in this case, I missed some!  I will correct this and send Ed Frank a new version of this Bulletin to post.  Sorry for the error!
